This position is located at TAIYO GOLF CLUB, OKINAWA, JAPAN. Candidates selected for this position will serve as a GOLF COURSE MANAGER for MCCS.

JOB TITLE: Golf Course Manager

JOB SERIES: 1101 PAY LEVEL: NF4

INTRODUCTION:

This position is located in the MCCS Business Operations Branch, Taiyo Golf Club. The purpose of this position is to manage the overall golf program including general operations and greens maintenance of the golf course to provide the USMC and USN active duty military, retirees, DoD civilian employees, family members and authorized guests with a full range of quality golf services.

DUTIES AND RESPONSIBILITIES:

Responsible for the operation and maintenance of a golf course encompassing 18-holes, fairways, greens and practice course or driving range. Responsible to provide qualified instruction, technical advice, equipment and retail items. Ensures an aggressive recreational golf program is available for authorized patrons. Schedules and conducts tournaments and special events. Oversees instructional programs for member golfers, operates a retail pro shop, a golf cart rental service, and provides environmental management of golf course greens. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Prepares internal office financial plans and related records and reports, and exercises authority on approved budget. Monitors all assigned programs on a regular basis, and initiates corrective action to ensure support of MCCS operating strategies.

Oversees the grounds maintenance department who is responsible for irrigation, mowing, fertilization, pesticide application and general upkeep of the golf course grounds. Conducts site assessments to evaluate current environmental management practices, and identify strengths and liabilities. Trains employees regarding the importance of environmental performance and specific techniques for ensuring environmental quality. Communicates regularly to employees, customers, stakeholders, and community members about environmental goals, issues, project implementation, and progress. Manages new property resources and may provide direction on facility renovations and improvements. Develops long range plans in conjunction with internal operating directives, and exercises internal personnel management authorities as delegated by the higher-level supervisor with regard to subordinate supervisors and employees in the office. Directly or indirectly supervises assigned employees and staff through subordinate supervisors. Counsels and trains employees, schedules and directs work, appraises work performance. Approves or disapproves leave, and personnel actions.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise.

Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.

Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. Performs other related duties as assigned.

Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. Conducts safety meetings at least quarterly. Advises employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensures safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Ensures minimal loss of duty by complying with “Return To Work” program initiatives, and following up on employee wellbeing.

Qualifications

MINIMUM QUALIFICATIONS:

  • Must possess at least 8 years of experience reflecting professional knowledge of golf course operations, superintendent functions and environmental management.

  • Experience in the design, maintenance and upkeep of a golf course.

  • Experience in the active promotion of the sport of golf to a wide demographic is preferred.

  • Being an active “Class A” member of the Professional Golfer’s Association of America is preferred.

  • Must have the ability to supervise employees of diverse cultural backgrounds.

  • Must have the ability to communicate effectively, orally and in writing.

  • Must have the ability to lead, guide and manage a retail pro shop.

  • Knowledge of pertinent golf course safety matters, occupational health and environmental regulations, to include those related to the use of chemicals, sprays, fertilizers and other agents.

  • Knowledge of Nonappropriated Fund (NAF) policies and procedures is preferred, but not required.

  • This is a white-collar position where occasional lifting up to 20 lbs may be required.
