This position is located at CAMP FOSTER. Candidates selected for this position will serve as a INFROMATION TECHNOLOGY SPECIALIST SUPERVISOR for MCCS.

Duties

JOB TITLE: Information Technology Specialist Supervisor

JOB SERIES: 2210 PAY LEVEL: NF-04

DUTIES AND RESPONSIBILITIES:

Coordinates the design; development, to include problem analysis and algorithm evolution; and coding of all application software to be used in the Division. Oversees the design, development, and coding of all internally developed application software assisting subordinate programmers in all phases of software development as needed. Creates, modifies and maintains application development schedules, programmer tasking schedules and all other records that pertain to software development and /or modification for the division. Performs first level supervision of all programmers, tendering assistance, preparing, implementing and monitoring training programs for personnel development. Directs and reviews the work of subordinates; determines and evaluates performance; interviews and makes selection; approves leave; administers appropriate administrative actions (i.e., disciplinary, reprimands, awards); prioritizes, plans, schedules, and coordinates work operations.

Works closely with the Chief information Officer (CIO) in reviewing proposals for development and / or purchase of new applications, modifications to existing applications, and the implementation of approved changes. Prepares application documentation and source code documentation in accordance with agency, major command, and local standards.

Qualifications

*BASIC REQUIREMENTS: *

3 to 5 years’ experience as a development lead or manager of a small to medium sized development team. Must be able to mentor development staff, establish technical direction for the development team, and mentor development team members on architectural design patterns and decisions. Experience with Inversion of Control patterns and various unit testing technologies such as Ninject and QUnit are highly desirable. Position requires 3 to 5 years web development experience with the Microsoft technology stack – ASP.NET, MS SQL Server, and IIS. Experience on both front end and middle ware technologies is a must. The development of data tier applications, to include the development and consumption of web services is required. Must have demonstrable experience with various front end technologies such as HTML5 and CSS3 as well as various client frameworks such as AngularJS, BackboneJS, and KnockoutJS. E-Commerce experience is highly desirable. Must have CISSP Certification or be able to obtain within 12 months of employment.
