JOB TITLE: Retail Program Manager


This position is located within the Business Operations Branch and is under the direct supervision of the Chief Business Officer (CBO), Marine Corps Community Services (MCCS), Camp S.D. Butler, Okinawa, Japan. The incumbent serves as the senior subject matter expert (SME) and manager of all retail operations within MCCS business operations. Duties include, but are not limited to managing and supervising the retail and support programs for seven Marine Corps installations on Okinawa, Japan, as well as Camp Fuji on mainland Japan and Camp Mujuk in the Republic of Korea. These programs include: Golf, Scuba, Automotive and Bowling Programs, as well as Tours+, Arts & Crafts, Embroidery/Custom Shop, and Fitness Center Supplement sales.

Incumbent will directly oversee the planning, formulation and execution of long range sales policies and projects, and will be directly responsible for establishing operating guidelines and procedures for new retail programs. Recommends appropriate changes to organizational structure to include the assignment and reassignment of personnel and functions. Recommends changes in position duties and responsibilities of personnel in retail outlets. Ensures the efficiency of retail services across all MCCS retail operations, evaluating day-to-day functional operations, properly managing personnel and contract labor costs, and controlling retail item requirements.

Provides technical supervision and guidance, which includes but is not limited to reviewing and recommending the revision of current purchasing procedures and developing effective quality assurance policies and programs. Conducts program and system planning which will require involvement in monitoring retail plans and developing methods to improve quality control, as well as identifying more cost effective merchandise sources. Develops annual sales and business plans, retail sale strategies and marketing plans for identified targets of opportunity. Builds systems and processes to capture competitive market information, in order to monitor and assess preference trends that may positively or negatively affect retail operations.

Oversees a centralized retail program ordering system and reviews/approves all requests for retail items and plans for periodic/seasonal sales. Coordinates with respective Program Managers to ensure purchasing levels are properly managed, that inventories are turning and that orders are consistent with customer preferences/needs. Ensures warehouse levels are consistent with inventory turns and items are requested and processed to the facilities in a timely manner via the MCCS supply warehouse. Ensures proper inventory management and control, to include controlling inventory levels and identifying key reorder points. Buys, distributes and sells economically viable products that align with customer preferences/needs. Maintains the centralized retail store stock assortment listings and works with the MCCS Supply Branch in resolving merchandise availability, non-availability and inventory issues.

Develops an overarching training plan for retailers and assists in training to include development and review of statistical data and operating budgets. Monitors the results of planning guidelines and goals of the financial plan. Provides guidance and assistance towards meeting stated sales, profit and inventory goals. Analyzes results and makes the necessary corrections. Monitors the annual expense budget and initiates action to control expenditures.

Oversees the development of retail-pricing strategies and policies, as well as establishing measurable sales, profitability and productivity goals. Monitors operational results and initiates action when goals are not met to ensure overall attainment of objectives. Maintains staff cognizance over introduction, fielding, database management and exploitation of outputs for Retail Point of Sales systems.

Evaluates subordinate supervisors and serves as the second level on non-supervisory employees rated by subordinates supervisors. Makes or approves selections for subordinate positions. Effect minor disciplinary measures. Recommends other action in more serious cases. Promotes and implements Equal Opportunity action plans.

This is a white-collar position where occasional lifting of up to 20 lbs may be required.

A Bachelor’s degree in Business Management/Business Administration – or four years of retail experience gained through progressively increased positions in retail/business management.

Excellent analytical and problem solving skills.

Knowledge of a wide range of principles, concepts, and techniques of retail gained through planning, developing, and coordinating profitable retail operations.

Must possess the skills necessary to manage complex retail matters and business activities using commonly accepted business practices and procedures for open to buy, sales promotions, markdowns, inventory control, merchandising, marketing, budgeting, payroll and administration.

Must be adept at problem solving, forward thinking and must be pro-active in supervising multiple operations simultaneously in a fast paced and fluid work environment.

Background in contract negotiation and assembling business contracts for services and products is highly desired, but not required.

Must communicate exceptionally well and write effectively for the purpose of clearly articulating the pros and cons of product and service proposals.

Must be able to promote a positive and professional image with vendors, military services, private agencies and staff through public relations, negotiations and problem solving skills and human resources management principles.

Knowledge of Retail Point of Sales (RPOS) is highly desirable.
